The manufacture process for precast construction should be monitored in a similar manner that ensures the panels is correctly constructed just as you do for an in-situ concrete slab onsite. We need to ensure precast elements are cast in accordance with the FINAL APPROVED drawings. Panel layout, reinforcement and cast in elements/fixings need to be checked.
This should generally be documented in the form of an ITP which may also require an inspection by the certifying engineer (separate to the Panel manufacturer using a ‘competent person’
The precast manufacturer should provide a formal certificate stating the works have been constructed in accordance the approved drawings with and be backed by ITPs with all records of the panel – photos of reinforcement pre-pour, engineer written inspection report, concrete delivery dockets and test reports.
In respect to engineer or competent person – consider the risk. Some manufacturers have fully automated ceiling mounted camera equipment to ensure high quality records are kept of every panel. Who is the competent person/S? and are they there every day. De-risk this aspect as appropriate. At minimum inspect the works yourself and arrange random visits by the certifying engineer.
All precast panels need fully traceable records for every element and evidence they are checked thoroughly.
